Response to Intervention is a process to provide support for those students that are either struggling to meet district benchmarks or have exceeded the benchmarks. Districts are not required to develop an RtI structure; however, districts are required to have a system in place for SLD referral by December, 2013.
The WI DPI has identified a state vision that includes three elements:

Balanced Assessment system
Collaboration
Wisconsin’s vision for RtI, the three essential elements of high quality instruction, balanced assessment, and collaboration systematically interact within a multi-level system of support to provide the structures to increase success for all students. Culturally responsive practices are central to an effective RtI system and are evident within each of the three essential elements. In a multi-level system of support, schools employ the three essential elements of RtI at varying levels of intensity based upon student responsiveness to instruction and intervention. These elements do not work in isolation. Rather, all components of the model inform and are impacted by the others; this relationship forms Wisconsin’s vision for RtI.
The WI RtI Technical Assistance Center has resources and provides several workshops to support districts in moving forward with the RtI Process. A Foundations session is suggested for an RtI Leadership team to develop an understanding of the expectations. Resource Mapping is a workshop designed to support leadership teams identify what resources they have and/or might need to address all students' learning needs.
