Title III English Language Acquisition Consortium
Title III of the Elementary and Secondary Education Act is a federal program that provides funding to public schools in teaching English to English Language Learners and in helping these students meet the same challenging state standards required for all students. Students in Title III programs participate in a variety of learning experiences that are coordinated with regular classroom instruction and supplement the regular education programs.
The Title III consortium provides assistance to thirty eight school districts in CESA #11 and facilitates the sharing of ideas and expertise within its member schools. Assistance is provided in the development, implementation and evaluation of the Title III programs, which ensures effective learning and program compliance for all schools. The federal government, through the Wisconsin Department of Public Instruction, allocates funds to local school districts for the operation of the Title III programs. The primary objectives of the Title III-ELL Consortium are:

To ensure that all English Language Learners receive effective instruction to assist them with becoming English proficient.

To assure that all phases of each school district's Title III program are in compliance with federal and state laws.
Specific areas of assistance include the following:

Dissemination of Federal and State guidelines

Liaison to DPI

Coordination with State Standards

In-district technical support for administration and interpretation of the required exams and the translation of those test scores for disaggregation on the WSAS tests.

Assist districts with the completion of the required paperwork for the ELL students.

Assistance with alternative assessment measures and WSAS participation.

Supportive library materials for classroom teachers and students.

Facilitation of quarterly ELL Coordinator meetings.

The Title III program provides professional development opportunities for district personnel to assist with supporting the learning of ELL students in the classrooms and schools.
